The Language Proficiency Assessment For Teachers Hong Kong Examinations and Assessment Authority announced the result of Language Proficiency Assessment for Teachers (LPAT) in recently, the overall result in English Language has continuous decreased. LPAT consist of five papers in reading, writing, listening, speaking and classroom assessment. Except for the listening paper result is increase 2% passing rate in last year, all others paper has decreased. The Language Proficiency Assessment published by the government of Hong Kong SAR since 2000, after 10 years implementation, the teachers English language standard still cannot achieve public expectation, nearly half of the candidates are failed in assessment in every year. Some teachers said it make them feel humiliated dignity, because they still repeat the trial in many times. Research Question The candidate failure in Hong Kong Language Proficiency Assessment for Teachers (LPAT) in continuous few years, why are they failure in this test? Many candidates feels stress under the test, is it a real reason as behind of the failure? Purpose of the study The audience of this study is including decision-makers and candidates. The purpose of this study is discussing the reasons of the candidates failure in LPAT. Some teachers said that the questions are too difficult for them and they dont have this kind of study when they were a student, they feel stress between the test and their job. I will discuss the difficult and find out the problem when candidates are facing to LPAT. Histories of the LPAT Along with education reform, teachers are encouraged to strive for higher levels of language proficiency, and to enhance their professionalism in subject knowledge and pedagogy through training. According by the Education Bureau published in September of 2000, all new recruits teachers (include teaching in Primary and Secondary school teacher) in English level are required to pass the benchmark test (known as LPAT now), as is currently teaching in English teachers, they must be fulfill the standard before 2006 year, the teacher can be through the training or examination to achieve. Otherwise, they are not allowed to teaching the related language subject. The objective of government is to ensure that all language teachers possess at least basic language proficiency, so that they can promote effective teaching and enhance the quality of education, provide professional teaching. I will focus on writing part in this study because most of candidates are failed in this paper in the past ten years. In writing part, it also divided into 2 section, first part is detection and correction of errors/problems, but we will focus on the second part is explanation of errors/problem, because most of the candidates feels confuse in this part. They cant make accuracy answer in this section. I am going to find out the problem of the candidate when they are facing in writing paper. I will adopt 2 methods to collect the data and try to analysis the various possible reasons. Method 1: Interview Interview is one of the methods to reflect the actual situation in LPAT, interview to different role can be reflecting their opinions on LPAT test. a) The man of the street Respondents: Including student, business man, foreigner and who can speak English. Our interview should be including different segmentation of the people to make the result is more precise and objective. Different role can be reflecting different opinions of the LPAT, we need to consider on the role when doing an interview. Location: In Central, Sheung Wan or Wanchai. We need to choose an appropriate place to conduct the interview make it precise. These three places are including different kind of person, different segmentation of the person can be finding in these places. We are looking for someone who has basic language knowledge to conduct an interview, the English language level of these places is higher than other district, so that it is an appropriate place for interview. Process: We can choose two or three questions from the past paper, those are most common mistake in the previous LPAT test. Select a different degree of depth in the question. Starting with the easily question to interview an interviewee, according to interviewees respond to continuous the other questions. We request the interviewee point out the error from the question and ask them to correct it in the right answer. Compare the answer by the interviewee how to different with the candidate. b) Candidates Respondents: Who is planning to have an assessment in future and failed in assessment in pervious LPAT test. They are the most important interviewee because they lead the most important role in the assessment, when they are preparing for the assessment, they will clearly to know the difficult in between. Someone who failed in assessment, they may help to analysis the reasons of failed in the test. Location: Any place let the interviewee feels comfortable Process: It can be conducting in one by one interview or telephone interview. Using telephone interview because some of the candidate is existing teacher in the school, they are not willing to disclose the identity, they may afraid to affect the image of them or their school. So, these kinds of interview make them feels security and more objective. In one by one interview, it may give a mock paper for the interviewee who is planning to have assessment, all question will be find in past paper. After that, we can check the answer together, to discuss the real answer and ask the interviewee feels after they finished the mock paper. This mock paper helps us to analysis the real problem in LPAT test. Professional in language scope Respondents: They can be a school principal, English lecturer in University, representative of Education Bureau or who is involve in LPAT. Process: This group of interviewee can be share their experience in the test, help us to cognitive the question in the LPAT, they will know more about the meaning of the LPAT, help to find out the deep reason that are failed in the test. She informed me about a bird flu called Avian Influenza that has infected poultry across the farms in South Korea. "You need not worry, sweetie," my grandmother said in Korean. Strict measures were taken so that farms would not further spread this disease. Nonetheless, grandmother told me to pack my warm clothes and prepare myself for some good Korean food. I can hardly wait. December 25, 2003 A kimchi Christmas. I have been eating kimchi like there is no tomorrow. Don't get me wrong, I love kimchi. However, I have been eating more than my stomach and breath can handle. Scientists from Seoul National University came out with a study a few days ago stating that a lactic enzyme in kimchi has remedial effects on chicken and other types of poultry. I assume kimchi's "antibacterial powers" have kept my family and I clean from this epidemic. With what I could understand from the Korean news, the bird flu is extremely infectious to organisms such as poultry. I went on the Center for Disease Control website to get a much more comprehendible version of the epidemic. It conveyed that the disease spreads rapidly from bird to bird as large amounts of the virus are secreted in bird droppings, contaminating earthly surroundings. The technical term for the disease is called Avian Influenza A H5N1. The big scare, The World Health Organization admits, is that this strain has the unique capacity to jump the species barrier, causing several diseases in humans. In relation to involuntary manslaughter what criticisms can be made of the current law. At present in English legal system there are two homicide offences murder and manslaughter. For the most serious, murder proof of an intention to kill or cause serious harm is needed for a successful conviction. If a partial defence is used in circumstances, such as provocation or diminished responsibility, then the offence is one of voluntary manslaughter. However, if someone kills but did not intend to cause death or serious harm but there was a death then they are liable to be convicted of involuntary manslaughter. There are numerous criticisms attached to Involuntary manslaughter as it covers a wide range of behaviour which can cause death, although one of the most prosecuted common law offences it is not yet become subject to any statutory definition or change and is in need of reform. Although Involuntary manslaughter is split up into two offences Gross negligence manslaughter and constructive/unlawful manslaughter a general criticism of involuntary manslaughter is that there are two major problems with the wide range of conduct covered by the offence. The offences range from cases which just fall short of murder where the accused was aware there was a risk of death or serious harm but did not intend to cause either to the victim (R v Wacker), cases where the person is a experienced professional who makes a small but serious mistake resulting in death ( R v Adomako) and cases whereby a minor assault can end in death (R v Mitchell). This leads to problems in sentencing and labelling, including the fundamental problem that many cases currently amounting to unlawful act manslaughter involve only minor fault on the part of the defendant, and therefore should not be described as manslaughter at all. The law commission have also identified a problem specific to constructive manslaughter the stated it is wrong for a defendant to be liable for a death which he did not intend or foresee, and which would not even have been foreseeable by a reasonable person observing his conduct. It is a huge problem as it only requires a foreseeable risk of causing some harm not death a proposal for reform is that there should be the abolition of constructive manslaughter this would not allow defendants to escape liability as they would be liable for the newly proposed offence of Reckless Killing. They also identified problems specific to gross negligence manslaughter. Gross negligence manslaughter depends on the defendant owing a duty of care to the victim and the seriousness of the breach of that duty A person can be liable for omissions as well as acts. In the case of Adomako it mixes the civil concepts of â€Å"negligence† and â€Å"duty of care† with that of criminal liability, creating uncertainty amongst cases as the gross negligence offence is based around a duty of care not civil matters. There are many inconstancies as The test in Adomako is circular the jury is to convict the defendant of a crime if they believe the conduct was ‘criminal’. This leaves a question of law to be decided by the jury who do not give reasons for their decisions or need to. The famous playwright, Euripides (485 B.C.-406 B.C.), artistically attacks his own government for their involvement with the Peloponnesian War (499-449 B.C.), which â€Å"left Athens bankrupt, exhausted and demoralized.† (Kagen). In his two famous plays, The Women of Troy and Helen, he uses the Queen of Sparta, Helen, as a pawn piece to exemplify the horrible affects that war possesses. Euripides uses his two different Helen characters to describe to his audience that there are always two sides of â€Å"innocence† and â€Å"complicity† imbedded in war. Two years before Euripides’ second play, Women of Troy, Athens attacked an island off the coast of Greece called Melos. The small island was ransacked, slaughtered, and enslaved simply because the islanders refused to support Athens’ role in the Peloponnese War. During this siege, Euripides would have witnessed the mass number of enslaved women and children. Subsequently, he wrote his second brilliant play: Women of Troy, which strongly disapproved of Athens actions. In this dark tragedy, Euripides grants voice to the normally silenced women and thusly explores the innocence of war. The play contains numerous monologues of pure detriment. Hecuba, the Queen of Troy, is the character who expresses such atrocities. Euripides negatively accuses Helen to be the cause of devastation of war through Hecuba’s spoken words, such as the destruction of Troy and the slaughter of the men who fought for the great empire. Hecuba plays a key role in cataloguing Helen as â€Å"a bitch-whore† (Hughes 263). â€Å"I’ve done, Menelaus, kill her. For you, For Greece! Let her death teach all unfaithful wives† (Women of Troy, pg. 26). Hecuba, truly the innocent, the brave, the disgraced Queen of Troy, spits on Helen’s name when speaking to Menelaus because Helen doomed her beloved home. Out of pure anger, Hecuba savagely wants Helen dead for bringing destruction upon her monumental empire. Euripides uses his play Women of Troy to represent Helen as â€Å"a bitch-whore† solely for the purpose to show that in the Trojan War, she is guilty for countless murders. In Women of Troy, Menelaus wants Helen dead for running off and sleeping with Paris. Helen fights with strong conviction for her life. Constantly throughout history, the ten excruciating years of the Trojan War are blamed repeatedly on Helen. â€Å"On that adulterous whore a ten years’ hate† (Brooke. Line 3). However, we learn a different egotistical side of our sweet Helen in Women of Troy. Throughout Women of Troy, the audience is constantly slapped in the face by her short, arrogant remarks that defile her own rebuttals to why she should be spared. â€Å"I should be wearing a victor’s crown. Instead, I’m sold for my beauty, Spat upon† (Women of Troy, pg. 24). Helen makes blatant remarks of her importance that manifest a negative aspect of her character. â€Å"All I a nd Paris did, Was to benefit Greece, not Troy† (Women of Troy, pg. 24). Euripides magnifies that when Helen is faced with the pertinent threat of death, Helen roughly blames all fault on the gods.
